How can we have negative interest rates?

To recap, last week a report, supposedly from Bloomberg, announced that European Central Bank (ECB) may introduce negative interest rates. This would oblige institutions to pay the ECB to deposit money on account with them. The logic is that this would force banks to look elsewhere for a return on investment, turning to lending instead. This would stimulate growth.
